Intourist Surveillance at Hotel Viru
At Hotel Viru, Soviet tourism combined hospitality with official control over what foreign visitors could see.
Intourist organised travel for foreigners in the Soviet Union. Hotel Viru was one setting where guides, staff and official rules shaped guests’ movements and contacts. The extent and form of monitoring varied; not every employee or encounter should be treated as a security operation. Even an ordinary itinerary, however, could steer attention away from things the state did not wish to display. The hotel reveals tourism as both an economic activity and a politically guided experience.
