Pagari 1
The basement cells at Pagari 1 recall people detained and interrogated here by Soviet security agencies.
The building on Pagari Street became a feared site of Soviet repression. People were held in its basement cells without knowing what awaited them; for many, the path led on to interrogation, prison or deportation. Their individual experiences should not be reduced to a building’s dark reputation: their freedom and dignity were attacked here. The site shows how political terror operated behind an ordinary facade in central Tallinn.
