Different cellars, wells and passages lie beneath the Old Town, but they do not form one documented secret city.
Beneath Tallinn is a real built environment of merchant cellars, water infrastructure, defensive passages and sewers. Its parts were made at different times for different purposes. A mysterious opening can suggest one vast tunnel network, but technical systems and private basements do not imply a walkable link between them. An accurate underground map would require surveys, building plans and safe access. Legend joins everything together; history must demonstrate each connection.
