Secrets of the Town Hall Wine Cellar
Everyday storage beneath Tallinn Town Hall later gave rise to tales of secret meetings and hidden passages.
Tallinn Town Hall needed rooms for representation as well as places to keep supplies. Lower rooms could hold drink and other goods for gatherings or routine work. An underground space invites ideas of secret councils and escape routes, but a cellar does not prove those events. It is revealing enough to ask how the town received guests and managed its property. Documented uses and later legend need different labels.
