Legend of the Town Hall Secret Passage
The Town Hall has real cellars, but tales of secret tunnels to other buildings require architectural evidence.
Tallinn Town Hall was a centre of authority, which makes it easy to imagine escape routes concealed below. Its cellars and old vaults give such stories a plausible setting. Yet a cellar does not prove a link to a distant church or castle. That would require a continuous structure shown in plans or investigated on site. The tunnel legend tells of a wish to believe that power had another, invisible route through the town.
